The Lower Elkhorn NRD has established triggering mechanisms for groundwater quantity protection in the District. The triggers are intended to be protective measures that will initiate actions before serious problems occur. 

Triggers for groundwater quantity protection consist of several phases, action levels, that respond to worsening conditions with increasingly rigorous corrective measures. Flexibility has been built into the triggers and action levels because of the complex hydrogeology of the District.
